Refusing a claim

What separates an engineering refusal from an objection?

Assemble the five questions into a single review, apply them to a real published claim, and write a refusal that names what would make it acceptable.

An energy figure arrives that you cannot accept. Write the refusal. It has to survive a supplier who will read it as obstruction and a manager who will read it as delay.

02Model

The competency this course exists for is not scepticism, which is free and useless. It is the ability to say precisely which of five things is missing, and what would close it. A claim is reviewable when it states a unit of work rather than a battery capacity, a provenance grade rather than a bare figure, the conditions it was taken under, what sits outside its boundary, and who attests to it. A refusal that names the missing element and the remedy is a piece of engineering. A refusal that expresses doubt is an opinion, and it loses to a schedule. The distinction matters because the person receiving your refusal is usually not being dishonest. They published a scalar for a function because that is what the template had room for, and a specific request is something they can actually act on.

03Guided practice

Run the five checks in order and record which fail. Then write the refusal from the failures, giving each one a remedy that a supplier could act on this week.

04Feedback

PASS WHEN You wrote a refusal that names five remedies and predicts acceptance. That is the difference between an engineering review and an objection.

If your run fails, check:

missing is the list of keys whose value is None. Note that boundary is NOT None; it is stated and still a concern.
Keep the remedies as actions a supplier can take, not restatements of the problem.
The closing line matters: a refusal with no acceptance condition is not reviewable either.

05Retrieve & space

A reviewable claim states a unit of work, a grade, its conditions, its boundary and its attestation.
Name the missing element and its remedy; doubt without a remedy loses to a schedule.
A stated boundary can still be the substantive problem, which is why boundary is checked separately from disclosure.

06Mastery & project

Write the shortest refusal you can that is still actionable, for a claim missing only its conditions.

Review a real energy or performance claim from a supplier, a paper or a datasheet against the five checks. Produce the refusal or the acceptance, and send it if you can.
