The competency this course exists for is not scepticism, which is free and useless. It is the ability to say precisely which of five things is missing, and what would close it. A claim is reviewable when it states a unit of work rather than a battery capacity, a provenance grade rather than a bare figure, the conditions it was taken under, what sits outside its boundary, and who attests to it. A refusal that names the missing element and the remedy is a piece of engineering. A refusal that expresses doubt is an opinion, and it loses to a schedule. The distinction matters because the person receiving your refusal is usually not being dishonest. They published a scalar for a function because that is what the template had room for, and a specific request is something they can actually act on.
