Why would a disclosure refuse to state a number?

Because the number is easy and the setup is what a reviewer needs. Every field here can be filled in. What decides whether it means anything is whether the measurement could have produced it: a meter at the mains sees compute and actuation summed, so no confidence in the typing separates them; a difference smaller than the substrate's compression times the meter's resolution is below what that part can resolve; a slow path with a shorter horizon than its body's maneuver time is a fast path priced as a slow one. Eight rules encode those conditions, and each is tied to a measured result.

The EU AI Act creates an energy documentation obligation in August 2027 with no methodology attached. This is one proposal for the shape that document takes for a body, and the load-bearing half of it is the refusals.
